Thematic Priorities and Distributions of Public Expenditures for Food System Transformation in Africa

New Growth International recently estimated that food system transformation in Africa requires investments of US$15.4 billion/year to 2030 from the public sector.

Further analysis indicates that continent wide, US$5.9 billion (39 percent) should be devoted to improving rural transport infrastructure, US$5.4 billion (36 percent) should be spent on boosting crop and livestock productivity, and US$3.3 billion (21 percent) should be allocated to direct food and nutrition support to vulnerable groups. US$670 million (4 percent) should be go toward improving rural marketing and processing infrastructure and services – a relatively small expenditure that has strong leverage on system efficiency and inclusiveness. Transfer-based support to vulnerable groups should not exceed 28 percent of the sum of investments in the other three intervention areas.
